I'm with you on the time aspect. The infomation card said that the chair was inspired by purchases from thrift stores and garage sales.
I commend my employer for making an attempt at supporting American artists but some of the pieces I've seen on display just make me wonder what was being smoked in the conference room when the purchases were approved. The collection is pretty sizeable and features mostly late 20th century pieces. They get rotated through the various buildings on the corporate campus where I work.
There are also a couple of installations each year that feature the work of employees who dabble in art on the side. (Photography mostly.)

I think anything made from Scotch tape is officially "craft." Not art.
